UN commemorates International Day of Solidarity with the Palestinian People

The United Nations has underlined its unwavering commitment to the Palestinian people in their ongoing struggle to achieve self-determination, independence and sovereignty.
Senior officials joined ambassadors and other representatives from the international community in New York on Wednesday to commemorate the International Day of Solidarity with the Palestinian People, officially observed each year on 29 November.
Established in 1977, it marks the day in 1947 when the UN General Assembly adopted a resolution partitioning Palestine into an Arab State and a Jewish State.
No alternative to two-state solution
Resolving the Israeli-Palestinian conflict remains one of the most intractable challenges facing the international community, UN Secretary-General António Guterres observed in his message for the day.
As there is no viable alternative to the two-State solution, he called on both sides, and their supporters, to work towards restoring faith in the process.
“Only constructive negotiations between the parties, in good faith, with support from the international community and adhering to long-standing United Nations resolutions and long-agreed parameters, will bring about a just and durable solution, with Jerusalem as the capital of both states”, the UN chief said.
“What is needed, first and foremost, are leadership and political will. The efforts of civil society and those on all sides who seek to bridge the gap between Israelis and Palestinians also need to be supported.”
Palestinian President Mahmoud Abbas said his people have endured more than 70 years of tragedies and crises, yet remain steadfast.
“Despite decades of disappointment and setbacks, we remain committed to a multilateral order that respects and ensures respect for international law,” he said in a message read by Palestinian Permanent Observer to the UN, Riyad Mansour.
“The State of Palestine will continue engaging in efforts aimed to advance the rule of international law, including through the building of our national institutions, spreading the culture of peace and empowering our people, especially women and youth.”
Humanitarian support vital
The roughly eight million Palestinians live primarily in territory occupied by Israel, but also across the Middle East in countries such as Jordan, Lebanon and Syria.
UN General Assembly President Tijjani Muhammad-Bande called for action to ensure critical humanitarian support.
“This must be tackled by strengthening the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), to ensure that it can meet the humanitarian needs of over 5.4 million Palestinian refugees. It is important that we collectively safeguard the Agency against the political and financial challenges it faces,” he said.
Niang Cheikh, Chair of the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People, maintains hope that the two-State solution will be realized.
“Despite all the contrary winds, this day will come and we will then celebrate the realization of a just peace in the interest of the Palestinians and indeed all the peoples of the region,” he stated

UN Mission in Afghanistan supports child sex abuse allegations

The UN Mission in Afghanistan is calling for an investigation into allegations of sexual abuse committed against children. International media have published claims that a paedophile ring has been operating in schools in Logar province, allegedly involving more than 500 boys.
Reportedly, the two civil society activists who exposed the abuse, were initially detained by security forces, after attempting to meet with the EU ambassador in the capital, Kabul.
The UN Mission released a statement on Tuesday evening, calling for the immediate release of the activists and, on Wednesday, it was reported that the pair had been released and handed over to the Afghanistan Human Rights Commission.
President Ashraf Ghani said on Tuesday he was “deeply disturbed” by the allegations of sexual abuse, and that he had ordered the education ministry to undertake a thorough investigation, and report back to him as soon as possible.
Thousands of children killed by measles in DR Congo

More than 5,000 people in the Democratic Republic of Congo have died of measles so far this year, and practically all of them are children under the age of five, says the UN Children’s Fund, UNICEF.
The UNICEF Representative in DRC, Edouard Beigbeder, released a statement on Wednesday, citing violence and insecurity, lack of access to healthcare, and a shortage of vaccines and medical kits, as some of the reasons for the high death toll.
Cultural beliefs and traditional health care practices, said Mr Beigbeder, also contribute to children not getting the vaccinations, and other treatment, they need.

Migrants send hundreds of billions back home

The number of international migrants in 2019 is now estimated at 270 million and the top destination remains the United States, at nearly 51 million, the UN migration agency said on Wednesday.
In its latest global report, IOM noted that the overall figure represents just a tiny fraction of the world’s population, although it is a 0.1 per cent increase on the level indicated in its last report, published two years ago.
“This figure remains a very small percentage of the world’s population (at 3.5 per cent), meaning that the vast majority of people globally (96.5 per cent) are estimated to be residing in the country in which they were born,” IOM’s Global Migration Report 2020 said.
According to the UN agency, more than half of all international migrants (141 million) live in Europe and North America.
An estimated 52 per cent are male, and nearly two-thirds of all migrants are looking for work; that’s around 164 million people.

Trust, security and stability in digital space ‘essential’, UN economic affairs chief

“The positive power of the Internet and ICTs can only be harnessed if people have a real sense of public trust, security and stability in the digital space’, Liu Zhenmin, the head of the UN Department of Economic and Social Affairs, or DESA, said at the Internet Governance Forum on Wednesday.
The UN event, which is taking place in Berlin, is an annual meeting where issues of public policy relating to the Internet are discussed.
Addressing a meeting on Achieving the Sustainable Development Goals in the Digital Age, Mr. Liu expressed his confidence that new technologies, such as artificial intelligence, 5G and the Internet of Things, can help bring about the Goals, and improve the lives of all.
The DESA chief underscored the importance of international cooperation in solving the problems of the digital space, such as rising inequality, uneven growth, climate change and fast-paced technological change.
Eat the Mediterranean way: UN food agency

As many parts of the world gear up for a season of feasting, the UN Food and Agriculture Organization (FAO), is promoting the benefits of traditional diets, which are healthier and better for the planet.
At an event held on Wednesday in Rome, the agency recommended the Mediterranean diet, which involves various vegetables, beans and pulses, fruits, herbs and olive oil; the New Nordic diet, which contains less sugar and fat than the average Western diet; the seafood-rich Japanese diet; and southern Chinese cuisine.
In a statement, the agency said that the diets help lower cholesterol, and prevent heart disease and diabetes; as well as creating food systems that advance sustainable development.

Афганский Избирком продолжает пересчёт голосов на фоне протестов кандидатов
«Если правительство применяет силу против гражданских протестов, это нарушает закон и является большой ошибкой», – заявил прессе кандидат Шахаб Хакими, выразивший сомнение в непредвзятости Избиркома.В свою очередь, Фаридун Хозон, представляющий блок Абдуллы Абдуллы «Стабильность и партнёрство», предупредил Избирком о широкомасштабных гражданских протестах в Кабуле и других провинциях в случае невнимания к законным требованиям кандидатов. На данный момент Независимая избирательная комиссия Афганистана завершила частичный пересчёт голосов в 25 провинциях страны, ещё в двух процесс продолжается. Тем не менее, в оставшихся 7 провинциях пересчёт так и не был начат в связи с протестами со стороны гражданского общества, в том числе отказом наблюдателей от сотрудничества с избирательными комиссиями.

CA-NEWS (TJ) - Представитель ГКНБ Таджикистана на конференции, посвященной семейным проблемам, рассказал о некоторых подробностях нападения на погранзаставу «Ишкобод» на таджикско-узбекской границе.
После атаки было распространено одно официальное заявление ГКНБ, а от других подробностей силовики воздерживались.
Мухаммад Саидов, сотрудник ГКНБ, в ходе выступления на тему «Усиление идеологических мероприятий в сфере борьбы с проявлениеми экстремизма и терроризма», сказал, что в нападении 6 ноября участвовали 9 мужчин, 11 женщин и 13 несовершеннолетних детей в возрасте от 4 до 15 лет. Правда, он не сказал, какую роль в атаке сыграли дети.
Радио Озоди узнало, что одному из нападавших было 15 лет, он учился в 8 классе. Парень отпросился у директора школы от уроков под предлогом встречи с родными, проживающими в другом регионе. Установлено, что он никогда не был за рубежом.
Согласно официальной информации, нападение на заставу "Ишкобод" погранотряда "Султонобод" в районе Рудаки на таджикско-узбекской границе произошло примерно в половине четвертого ночи 6 ноября. Лица, совершившие нападение, были боевиками ИГ, сообщил пресс-центр ГКНБ Таджикистана. Как уточнило ведомство, 20 боевиков проникли 3 ноября в Кубодиенский район Таджикистана со стороны уезда Калаи Зол провинции Кундуз на северо-востоке Афганистана.
По данным Главного управления погранвойск ГКНБ Таджикистана, в результате проведенной операции силовых структур 15 боевиков были убиты, еще пять задержаны. МВД Таджикистана сообщило о 4 задержанных боевиках. Власти официально подтвердили гибель двоих силовиков - милиционера Бахрома Косимзода и пограничника Изатулло Латифова.
Два дня спустя после инцидента «Исламское государство» взяло на себя ответственность за нападение на заставу «Ишкобод». В опубликованном 8 ноября на сайте «Амак» заявлении ИГ сказано, что в результате атаки боевиков были убиты 10 военнослужащих погранвойск Таджикистана.
Минобороны Афганистана опровергло факт переброски боевиков в Таджикистан с территории Афганистана.
Представитель ГКНБ сказал на конференции, что группировка была создана в Согдийской области и последний месяц перед нападением члены банды проживали на территории столичного района Исмоили Сомони.
«Незнакомцев видел и председатель махалли, и участковый милиционер, но никто не придал этому значения», - сказал Мухаммад Саидов.
По его словам, этот инцидент – как результат халатности органов безопасности, так и отсутствия бдительности со стороны махалли и жителей.
«Многие связывают радикальность с бедностью населения, но произошедший инцидент показал, что все участники нападения были из небедных семей. Расследование установило, что состояние лидера группировки Шухрата Гафурова оценивается в 1 млн сомони.

Члены НАТО близки к договоренности о реформе финансирования текущих расходов

Члены НАТО близки к достижению договоренности об увеличении их вклада в финансирование текущих расходов альянса с целью уменьшить долю США, сообщили трое знакомых с ситуацией источника.
Это должно удовлетворить требования президента Дональда Трампа, хотя Франция дала понять, что не намерена участвовать в договоренности, которой альянс рассчитывает достичь до саммита, приуроченного к 70-летию НАТО. Он пройдет в Лондоне на следующей неделе.
Трамп давно обвиняет европейских союзников, в особенности крупнейшую экономику Европы, Германию, в том, что они выделяют недостаточно средств на оборону.
Переговоры о реформе финансирования альянса велись на протяжении нескольких месяцев после того, как генсек альянса Йенс Столтенберг выдвинул соответствующее предложение.
Предполагается, что европейские союзники, Турция и Канада будут вносить более весомый вклад в бюджет НАТО, составляющий 2,5 миллиарда долларов в год и покрывающий работу штаб-квартиры, международных сотрудников и военных активов, находящихся под командованием альянса.
В сравнении с сотнями миллиардов долларов, которые союзники каждый год тратят на свои вооруженные силы, это небольшая сумма, однако члены НАТО надеются, что это поможет смягчить претензии Трампа, который в июле 2018 года заявил, что США «тратят на субсидирование Европы на десятки миллиардов долларов больше, чем следовало бы».
Франция выступала против предложения еще задолго до того, как французский лидер Эммануэль Макрон объявил, что у альянса наступила «смерть мозга».
Париж настаивает, что и так вносит более чем справедливый вклад в коллективную оборону, поддерживая высокий уровень боеготовности французских военнослужащих и выделяя миллиарды евро на оборонные исследования.
По словам источников, Париж не будет блокировать инициативу, но планирует воздержаться.
Оборонные расходы Франции в процентном отношении к ВВП выше, чем у Германии. Париж также заявляет, что выйдет на целевой показатель (2 процента от ВВП) не позднее, чем к 2025 году, тогда как Германия, по словам французских и германских властей, достигнет этого уровня только к 2031 году.
По словам дипломатов, Канада подчеркивает, что ее согласие на договоренность не должно стать прецедентом для других международных организаций. Италия пока не определилась, как будет голосовать.
В настоящий момент все 29 членов альянса вносят свою долю в бюджет по формуле, основанной на их валовом национальном доходе, однако после реформы эту формулу предполагается изменить.
В соответствии с обсуждаемым проектом бюджета на 2021 год, вклад США уменьшится с 22 до 16 процентов, вклад США вырастет до того же уровня, а вклад других стран также возрастет.
В настоящий момент целевого показателя по расходам на оборону достигли только семь членов НАТО: США, Великобритания, Греция, Польша, Латвия, Литва и Эстония.

UN working to prevent attacks on civilians in eastern DR Congo

Peacekeepers from the UN Mission in the Democratic Republic of the Congo (DRC) were conducting extensive patrols in the east of the country on Tuesday, one day after demonstrators set fire to buildings to protest lack of civilian protection in the face of attacks by armed groups.
Angry residents torched the town hall and the UN compound in the city of Beni, in North Kivu, protesting what they saw as the failure by Government forces and peacekeepers to prevent a deadly weekend attack by the Allied Democratic Forces (ADF) rebel group, according to media reports.
Leila Zerrougui, head of the UN mission, known by the French acronym, MONUSCO, spoke to journalists in New York after briefing the UN Security Council behind closed doors, on what she described as the “very disturbing” situation.
“We are facing challenges which are very hard for a mission to deal with because you have demonstrations from people frustrated with attacks from armed groups; from ADF but other armed groups in the area”, she said, speaking from the capital, Kinshasa.
Overall, more than 100 groups are operating in the eastern DRC.
Ms. Zerrougui reported that so far this month, there have been around 14 attacks, with some 80 people killed in a region that currently is facing the worst Ebola outbreak in the nation’s history.
More than 2,000 people have died from the disease since the outbreak was declared last August.
The World Health Organization (WHO) said although the violence in Beni was not directed against its teams, 49 out of 120 staff will be relocated to the North Kivu capital, Goma.
MONUSCO took to Twitter on Monday to announce that it will strengthen cooperation with its partners and work closely with the Congolese authorities to find solutions for the people of Beni.
“We are dealing in a very difficult context,” Ms. Zerrougui told journalists. “We have spoilers. We also have people that manipulate the suffering of the people and use it either against the Government or against MONUSCO.
“We are the scapegoat. We know that. We assume and accept because we have no other option than to do our work and to try to mitigate the attacks against the civilian population.”
