New UN report shows record number of children killed and maimed in conflict

Peace and Security

A new UN report has found that 2018 was the worst year on record for children caught up in armed conflict; the year saw the highest numbers killed or maimed since the United Nations began monitoring the violation.

In the 20 conflict situations monitored in the 2018 edition of the Annual Report of the Secretary-General on Children and Armed Conflict, released Tuesday, more than 12,000 children were killed or maimed that year.

A ‘disheartened’ Secretary-General António Guterres said that he was “particularly appalled” by the unprecedented numbers of grave violations committed against children.

Children continue to be used in combat, particularly in Somalia, Nigeria and Syria: some 7,000 have been drawn into frontline fighting roles around the world, during 2018. They also continue to be abducted, to be used in hostilities or for sexual violence: more than half of the 2,500 reported cases were in Somalia.

Some 933 cases of sexual violence against boys and girls were reported, but this is believed to be an under-estimate, due to lack of access, stigma and fear of reprisals.

Attacks on schools and hospitals have decreased overall, but have intensified in some conflict situations, such as Afghanistan and Syria, which has seen the highest number of such attacks since the beginning of the conflict in the country.

Mali provides the most serious example of children being deprived of access to education, and the military use of schools: 827 schools in Mali closed at the end of December 2018, denying some 244,00 children access to education.

“It is immensely sad that children continue to be disproportionately affected by armed conflict, and it is horrific to see them killed and maimed as a result of hostilities”, said the Special Representative of the Secretary-General for Children and Armed Conflict, Virginia Gamba. “Parties to conflict must protect children and put in place tangible measures to end and prevent these violations”.
Detention and release of children involved in conflict

Rather than being seen as victims of recruitment, thousands of children around the world were detained for their actual or alleged association with armed groups in 2018: in Syria and Iraq, the majority of children deprived of their liberty are under the age of five.

The report calls on nations to work with the UN to help relocate foreign children and women actually or allegedly affiliated with extremist groups, with the best interests of the child as the primary consideration.

The number of children benefiting from release and reintegration support, however, rose in 2018 to 13,600 (up from 12,000 in 2017). The report recommends increased resources and funding to meet the growing needs, as more children are separated from armed groups.

Peace remains the best protection for children affected by armed conflict António Guterres, UN Secretary-General

Three Action Plans to end and prevent violations, and protect children, have been signed, following engagement with parties to conflicts in 2018. The countries involved were the Central African Republic, where two armed groups signed up to Action Plans; and Syria, where the Syrian Democratic Forces (SDF) agreed to a deal.

Progress on increased child protection, and ending child recruitment, has also been made in Yemen and the Democratic Republic of Congo.

In his statement, the Secretary-General reminded all parties to conflict of their responsibility to protect children, adding that they must “refrain from directing attacks against civilians, including children”, and reiterating that “peace remains the best protection for children affected by armed conflict”.

UNICEF must triple budget to combat Ebola outbreak in DR Congo; complex crisis impacting unprecedented number of children

With an unprecedented number of children affected by the Ebola virus outbreak in the eastern Democratic Republic of Congo (DRC), the United Nations Children’s Fund (UNICEF) on Tuesday said it would need to triple its budget to tackle the complex crisis, which included intensifying the overall public health response and launching measles vaccinations.

“This Ebola response is far more complex because it is in an active conflict zone,” Jerome Pfaffmann, a UNICEF health specialist, told reporters in Geneva, just back from his third visit to the country.

He underscored that “people in the (eastern Congolese) provinces of North Kivu and Ituri are facing humanitarian and public health crises,” and in addition, half the health facilities in Ituri had been damaged or destroyed over the last two years.

The UNICEF expert said there were 2,671 confirmed cases of Ebola as of 28 July, including more than 700 children, more than half of whom – some 57 per cent – were under five years of age.

“When I left, there were 12 new confirmed cases, five were alive and will have the chance to access treatment, but seven had died in the community. This is bad. Having this number of community deaths means we are not ahead of the epidemic,” he said.

“It is unprecedented to have such a [high] proportion of affected children,” Mr. Pfaffmann continued, adding that both provinces were also facing a measles outbreak.

So far, UNICEF has vaccinated more than 40,000 children against measles, but a massive scale-up was needed to protect them from various health risks.

With all this in mind, UNICEF planned to carry out a new strategic response plan to address acute humanitarian and social needs.

“UNICEF will need to triple its budget to respond to this crisis,” said Mr. Pfaffmann, stressing that “we need desperately the international community to back us up.”

This budget would include about $70 million for epidemic control activities, $30 million to build community capacities in at-risk areas, and another $70 million to deliver essential services.

Meanwhile, the UN agency was continuing operations with “colleagues and communities on the ground who are fighting the outbreak tirelessly.”

Just two days away from the one-year milestone of the Ebola virus disease outbreak in the DRC, the UNICEF expert said it was critical to make the investment to keep the epidemic under control.

“This is a wake-up call. There must not be a second-year milestone,” Mr. Pfaffmann declared, stressing that community mobilization was critical to curbing the spread of the disease because “they are capable of best doing the things that matter.”

World Breastfeeding Week 2019 to spotlight importance of family-friendly policies

World Breastfeeding Week is celebrated every year from 1 to 7 August to encourage breastfeeding and improve the health of babies around the world.

It commemorates the Innocenti Declaration signed in August 1990 by government policymakers, the UN World Health Organization (WHO), the UN Children’s Fund (UNICEF) and other organizations to protect, promote and support breastfeeding.

This year, WHO is working with UNICEF and partners to promote the importance of family-friendly policies to enable breastfeeding and help parents nurture and bond with their children in early life, when it matters most.

This includes enacting paid maternity leave for a minimum of 18 weeks, and paid paternity leave to encourage shared responsibility of caring for their children on an equal basis.

UN working ‘intensively’ to stop Ebola in eastern DR Congo, following second case in major border town

Senior UN officials tasked with controlling the Ebola outbreak in the Democratic Republic of Congo (DRC) have responded to Tuesday’s confirmation of a second case of Ebola in Goma, a major trading town in the vast country’s restive east, near the border with neighbouring Rwanda.

On Wednesday, David Gressley, the UN Ebola Emergency Response Coordinator, and Dr. Ibrahima Socé Fall, Assistant Director-General for Emergency Response at the World Health Organization (WHO), released a joint statement announcing that they are “working intensively” to halt any further spread.

Surveillance is being stepped up at all entry and exit points in the area, but more needs to be done to eradicate Ebola, the officials said, calling for a “strong, resilient health system” to avoid a resurgence of the disease in DRC.

UN chief welcomes Greta Thunberg’s decision to sail to Climate Action Summit

UN Secretary-General António Guterres tweeted on Wednesday that he is looking forward to meeting internationally renowned climate activist Greta Thunberg when she arrives in New York for the Climate Action Summit that will take place at UN Headquarters in September.

The UN chief wrote that Ms. Thunberg, and her generation, have “grasped the urgency of the climate crisis better than many others”, and that “it’s time we listen”.

The Summit will bring together governments, the private sector, civil society, local authorities and other international organizations to develop ambitious solutions to the climate crisis.

Ms. Thunberg announced on Monday that she will be sailing across the Atlantic on the sixty-foot racing boat Malizia II in mid-August, and will continue on to Chile for the COP25 Climate Conference in Santiago, which will take place in December.

UN chief ‘strongly condemns’ bus attack in Afghanistan

UN Secretary-General António Guterres  has strongly condemned an attack on a bus traveling along the Kandahar-Herat Highway in Afghanistan, in a statement released Wednesday morning.

According to news reports, dozens of civilians, mainly women and children, were killed after the bus hit a roadside bomb.

The Secretary-General reiterated that “international humanitarian law explicitly prohibits indiscriminate attacks and attacks directed against civilians and appeals to all parties to the conflict in Afghanistan to uphold their obligations to protect civilians”.

The UN chief also expressed his “deepest sympathies” to the families of the victims and to the Government and people of Afghanistan and wished a speedy recovery to those injured.

Outgoing UN agriculture agency chief hands over reigns

The social protection programmes and public policies fundamental to reducing hunger must be improved, the outgoing chief of the UN Food and Agriculture Organization (FAO) José Graziano da Silva said at a handover ceremony marking his last day at the UN agency's helm.

On 1 August 2019 the new Director-General, China’s Qu Dongyu will take over until 31 July 2023, when his term expires.

Mr. Graziano da Silva has spotlighted FAO’s role in improving the “lives of vulnerable people” by providing technical capacity, especially to developing countries.

“I have no doubt that Dr. Qu has a lot to offer to FAO in terms of knowledge and his experience,” he said.

New UN report shows record numbers of children killed, maimed in conflict

A new UN report has found that 2018 was the worst year on record for children caught up in armed conflict; the year saw the highest number killed or hurt since the United Nations began monitoring the violation.

In the 20 conflict situations monitored in the 2018 edition of the Annual Report of the Secretary-General on Children and Armed Conflict, released Tuesday, more than 12,000 children were killed or maimed over that year.

Read about it here.

Conflict, climate change among factors that increase ‘desperation that enables human trafficking to flourish’, says UN chief

To mark the World Day Against Trafficking in Persons, UN Secretary-General António Guterres has stressed that “human trafficking is a heinous crime that affects every region of the world” – especially women and children.

According to the UN Office on Drugs and Crime (UNODC), some 72 per cent of detected victims are women and girls, and the percentage of child victims has more than doubled from 2004 to 2016.

“Most detected victims are trafficked for sexual exploitation; victims are also trafficked for forced labour, recruitment as child soldiers and other forms of exploitation and abuse”, Mr. Guterres said in his message on the Day, marked annually on 30 July.

Here’s our story.

UNICEF budget must triple to fight DRC Ebola outbreak

Updating the press on the deadly Ebola outbreak in the north-east region of the Democratic Republic of Congo, Jerome Pfaffmann, a Health Specialist for the UN Children’s Fund (UNICEF) said that the agency would have to triple its budget to respond to the crisis.

The spokesperson underlined the complexity of the outbreak in North Kivu and Ituri provinces, which are facing a public health emergency and a humanitarian crisis at the same time – including conflict and a major measles outbreak.

UNICEF has already vaccinated more than 40,000 children against measles and plans to put in place a programme to address acute humanitarian and social needs.

Execution of Bahrainis condemned by UN human rights office, amid allegations of unfair trial

The execution of two Bahraini citizens on Friday has been strongly condemned by the UN High Commissioner for Human Rights, in a statement released on Tuesday.

The executions took place despite concerns of Michelle Bachelet, the UN rights chief, that the men’s confessions were obtained under torture, and that they were denied due process and guarantees of a fair trial.

The two men were tried in a mass hearing with 58 other defendants and convicted on charges of terrorism.

A UN spokesperson said the High Commissioner is “very concerned” about the fate of other detainees at risk of imminent execution on death row in Bahrain and has called on the Bahraini Government to halt all pending executions.

Spread some kindness, on International Day of Friendship

The UN Children’s Fund (UNICEF) is encouraging us all to brighten someone’s day, and spread a bit of kindness, on the UN’s International Day of Friendship.

The call is part of UNICEF’s campaign to end violence in and around schools where, worldwide, around half of all students aged between 13 and 15, have reported experiencing some form of violence.

The campaign includes a short video featuring K-pop superstars BTS singing their hit single “Answer: Love Myself”, showing young people confronting school violence.

World Day Against Trafficking in Persons 30 July

Artwork from the Global Report on Trafficking in Persons 2018, UNODC.

"On this World Day against Trafficking in Persons, let us reaffirm our commitment to stop criminals from ruthlessly exploiting people for profit and to help victims rebuild their lives." -- UN Secretary-General António Guterres

Human trafficking is a crime that exploits women, children and men for numerous purposes including forced labour and sex. Since 2003 the UN Office on Drugs and Crime (UNODC) has collected information on about 225,000 victims of trafficking detected worldwide. Globally countries are detecting and reporting more victims, and are convicting more traffickers. This can be the result of increased capacity to identify victims and/or an increased number of trafficked victims.

Every country in the world is affected by human trafficking, whether as a country of origin, transit, or destination for victims. Traffickers the world over continue to target women and girls. The vast majority of detected victims of trafficking for sexual exploitation and 35 per cent of those trafficked for forced labour are female. Conflict further exacerbates vulnerabilities, with armed groups exploiting civilians and traffickers targeting forcibly displaced people. Data also shows that trafficking happens all around us as the share of persons trafficked within their own country has doubled in recent years to 58 per cent of all detected victims, according to the 2018 UNODC Global Report on Trafficking in Persons .

In 2010, the General Assembly adopted the Global Plan of Action to Combat Trafficking in Persons, urging Governments worldwide to take coordinated and consistent measures to defeat this scourge. The Plan calls for integrating the fight against human trafficking into the UN’s broader programmes in order to boost development and strengthen security worldwide. One of the crucial provisions in the Plan is the establishment of a UN Voluntary Trust Fund for victims of trafficking, especially women and children.

The Trust Fund facilitates effective, on-the-ground assistance and protection to victims of trafficking, through grants to specialized NGOs. It aims to prioritize victims coming from a context of armed conflict and those identified among large refugee and migration flows.

In 2013, the General Assembly held a high-level meeting to appraise the Global Plan of Action. Member States also adopted resolution A/RES/68/192 and designated July 30 as the World Day against Trafficking in Persons. This resolution declared that such a day was necessary to “raise awareness of the situation of victims of human trafficking and for the promotion and protection of their rights.”

In September 2015, the world adopted the 2030 Sustainable Development Agenda and embraced goals and targets on trafficking in persons. These goals call for an end to trafficking and violence against children; as well as the need for measures against human trafficking, and they strive for the elimination of all forms of violence against and exploitation of women and girls.

Another important development is the UN Summit for Refugees and Migrants, which produced the groundbreaking New York Declaration. Of the nineteen commitments adopted by countries in the Declaration, three are dedicated to concrete action against the crimes of human trafficking and migrant smuggling.

Human Trafficking: call your government to action

Despite many countries having national trafficking laws in place which are in line with the UN Trafficking in Persons Protocol, people continue to be trafficked. What is more, in many countries, victims may still be criminalized while the impunity of traffickers prevails.

Therefore, on the 2019 World Day UNODC is focusing on highlighting the importance of Government action in the interest of victims of trafficking. But the call to action is not only to Governments, we encourage everyone to take action to prevent this heinous crime.

Easing ‘classroom crisis’ in Côte d’Ivoire, brick by (plastic) brick

Culture and Education

In an innovative partnership, the United Nations Children’s Fund (UNICEF) and a Colombian social enterprise announced on Monday that it had broken ground on a first-of-its-kind factory to convert plastic waste in Côte d'Ivoire into modular, easy-to-assemble, low-cost plastic bricks for classrooms in the West African country.

“This factory will be at the cutting edge of smart, scalable solutions for some of the major education challenges that Africa’s children and communities face,” said UNICEF Executive Director Henrietta Fore. “Its potential is threefold: more classrooms for children in Côte d’Ivoire, reduced plastic waste in the environment, and additional income avenues for the most vulnerable families.”

Côte d'Ivoire needs 15,000 classrooms to provide children with a place to learn.

Partnering with plastic and rubber waste recylcing company Conceptos Plasticos, UNICEF is using recycled plastic collected from polluted areas in and around Abidjan to build 500 classrooms for more than 25,000 children over the next two years, with the potential to increase production beyond.

“One of the major challenges facing Ivorian school children is a lack of classrooms,” said UNICEF Representative Aboubacar Kampo, who has championed the project from its inception.

Classrooms either don’t exist or are overcrowded, making learning a challenging and unpleasant experience.

“In certain areas, for the first-time, kindergartners from poor neighborhoods would be able to attend classrooms with less than 100 other students”, he elaborated. “Children who never thought there would be a place for them at school will be able to learn and thrive in a new and clean classroom.”

While more than 280 tons of plastic waste are produced every day in Abidjan alone, only about five per cent is recycled. The rest ends up mostly in low-income communities’ landfill sites in.

Plastic waste pollution exacerbates existing hygiene and sanitation challenges

And improper waste management is responsible for 60 per cent of malaria, diarrhea and pneumonia cases in children – diseases that are among the leading causes of death for Ivorian children.

The bricks will be made from 100 per cent plastic and are fire resistant. They are 40 per cent cheaper, 20 per cent lighter and will last hundreds of years longer than conventional building materials. They are also waterproof, well insulated and designed to resist heavy wind.

When fully operational, the factory will:

Become a formalized recycling market.
Recycle 9,600 tons of plastic waste a year.
Provide a source of income to women living in poverty in.

“Sometimes, embedded deep within our most pressing challenges are promising opportunities,” said Ms. Fore.

To date, nine classrooms have been built in Gonzagueville, Divo and Toumodi using plastic bricks made in Colombia, demonstrating the viability of the construction methods and materials.

“By turning plastic pollution into an opportunity, we want to help lift women out of poverty and leave a better world for children”, said Isabel Cristina Gamez, Co-Founder and CEO of Conceptos Plasticos.

Alongside investment to build in Côte d’Ivoire, plans are also under way to scale this project to other countries in the region, and potentially beyond. West and central Africa accounts for one-third of the world’s primary school age children and one-fifth of lower secondary age children who are out of school.

“This project is more than just a waste management and education infrastructure project; it is a functioning metaphor—the growing challenge of plastic waste turned into literal building blocks for a future generation of children”, concluded the UNICEF chief.

Murder of Brazilian indigenous leader a ‘worrying symptom’ of land invasion

Human Rights

In the wake of the murder of indigenous leader Emrya Wajãpi in Brazil, the UN High Commissioner for Human Rights, Michelle Bachelet, has called on the country’s authorities to “react quickly and decisively” to protect the rights of indigenous peoples on their lands.

Emrya Wajãpi was killed on July 23 in Amapá, a region in the far north of Brazil, bordering French Guyana.

According to media reports, witnesses saw a number of gold miners enter the protected reserve of the Wajãpi community, then stab their leader to death.

“The murder of Emrya Wajãpi, leader of the indigenous Wajãpi people, is tragic and reprehensible in its own right”, said Ms. Bachelet on Monday.

“It is also a disturbing symptom of the growing problem of encroachment on indigenous land – especially forests – by miners, loggers and farmers in Brazil.”

According to the UN human rights chief, the proposed policy of the Brazilian Government to open the Amazon up to mining could lead to “incidents of violence, intimidation and killings.”

The UN human rights chief underlined that the protection of indigenous peoples and lands is not only an issue in Brazil, but the whole world.

While some progress has been made in recent years, enforcement of existing laws and policies has been weak, and in some cases existing environmental and indigenous institutional frameworks have been dismantled: the statement declared that this “appears now to be the case” in Brazil.

Ms. Bachelet called on the Government of Brazil to reconsider its policies towards indigenous peoples and their lands, so that Emrya Wajãpi’s murder does not herald a new wave of violence aimed at scaring people off their ancestral lands.

This could, she continued, enable “further destruction of the rainforest, with all the scientifically-established ramifications that has, for the exacerbation of climate change.”

Image caption
