Afghanistan: UN condemns ‘horrendous attack’ on demining partner HALO Trust

The United Nations on Wednesday called for an investigation into the deadly attack in northern Afghanistan against the HALO Trust, a humanitarian group working to rid the country of landmines. 

Ten people were killed, and 16 others injured, when gunmen burst into a demining camp in Baghlan-e-Markazi district and opened fire. 

HALO Trust said the attack occurred around 9:50 pm Tuesday, local time, when some 110 men, from local communities in northern Afghanistan, were in the camp after finishing their work on nearby minefields. 

Bring perpetrators to justice 

In strongly condemning the attack, UN Spokesperson Stéphane Dujarric said the HALO Trust is a global partner in operations to clear landmines, and other explosive devices, and to better the lives of vulnerable people. 

“We send heartfelt condolences to the families of the deceased, and we wish for a speedy and full recovery to the injured”, he said, during his latest media briefing in New York. 

“We further call for a full investigation to ensure that those responsible for this horrendous attack are held accountable and brought to justice.  The United Nations is committed to staying and delivering in Afghanistan.” 

Outrage and condemnation

Dr. Ramiz Alakbarov, UN Resident and Humanitarian Coordinator in Afghanistan, echoed the call for an investigation. 

“It is repugnant that an organization that works to clear landmines and other explosives and better the lives of vulnerable people could be targeted”, he said in a statement. 

Since 1989, more than 40,000 Afghans have been killed by landmines and other explosive remnants of war, according to data from the UN Mine Action Service (UNMAS).  Last year it helped the country to clear some 14 square kilometres of land. 

“UNMAS is outraged by and condemns in the strongest terms the attack on humanitarian deminers last night in Afghanistan,” the agency said in a post on Twitter. 

“We are dismayed and saddened for the victims, their families, and the terror inflicted on the survivors.” 

Human targets 

The UN mission in the country, UNAMA, also took to Twitter to condemn the attack, describing it as “deeply shocking”. 

UNAMA stated that warring parties “have a fundamental responsibility to safeguard humanitarians in the areas they control. Yet it is clear that certain parties and people within their ranks are deliberately targeting them.” 

The mission added that “all those parties claiming to desire peace for the Afghan people need to demonstrate concrete action to support their claims and put an end to the terrible crimes such as witnessed in Baghlan”. 

The UN has underlined its commitment to staying in the country, where aid workers, particularly women, are facing increased attacks and harassment. 

Mr Dujarric reported that 11 were killed, 27 injured and 36 abducted, between January and April of this year. 

“Our humanitarian colleagues warn that interference with humanitarian activities escalated in 2020, with a 140 per cent increase in incidents compared to 2019. This escalating trend continues in 2021”, he said. 

He urged parties to the conflict to protect civilians, aid workers and civilian structures such as schools and hospitals, in line with international humanitarian law.

‘Mass deaths’ alert in Myanmar as 100,000 flee junta’s heavy weapons

In Myanmar, international action is needed urgently to prevent “mass deaths” there, after civilians fled attacks by so-called “junta bombs”, a top independent UN rights expert has warned.

“Mass deaths from starvation, disease and exposure could occur in Kayah State after many of the 100,000 forced to flee into forests from junta bombs are now cut off from food, water and medicine by the junta. The international community must act”, UN Special Rapporteur for Myanmar, Tom Andrews, tweeted late on Monday.

In his alert, Mr. Andrews noted that the Kayah state attacks were just the latest in a series throughout Myanmar that had caused mass displacement and suffering, from Mutraw in Karen state to Mindat in Chin state and Bago city.

The independent rights expert, who reports to the Human Rights Council, emphasised that that the lives of many thousands of men, women and children were under threat from indiscriminate attacks, on a scale not seen since the 1 February coup, “that likely amount to mass atrocity crimes”.

The development echoes concern by the UN Country Team in Myanmar, which on Monday underscored the rapidly deteriorating security and humanitarian situation in Kayah State and other parts of the country, linked to protests caused by the military takeover.

Basic needs blocked

Citing credible reports, Mr. Andrews said that people were in dire need of food, water, medicine and shelter after reported clashes with volunteer community militias, while the UN country team said that many had also sought safety in host communities and forests across Kayah and southern parts of neighbouring Shan state.

Aid deliveries had been allegedly blocked to those forced to flee their homes to escape bombing raids and artillery fire and the military had also placed landmines on public roads, said the Special Rapporteur.

“Any pressure or leverage UN Member States can put on the junta must now be exerted” to encourage junta leader Min Aung Hlaing to allow lifesaving aid in, and to stop “terrorising the population by ceasing the aerial bombardment, shelling and shooting of civilians”.       

Medical teams a target

In its appeal, the UN Country Team reiterated earlier calls for all parties to protect all civilians and civilian infrastructure, “particularly medical units and health workers”.

Despite that fact that UN aid teams and their partners had supplies that were ready to be deployed “insecurity, travel restrictions imposed by security forces, and poor road conditions are delaying the delivery of supplies”, the team said in a statement.

The team called on "the security forces to allow for a safe passage of humanitarian supplies and personnel and to facilitate our ability to directly provide aid to all those who need it."

“Now, more than ever, the international community must cut off access to the resources that the junta needs to continue these brutal attacks on the people of Myanmar,” Mr. Andrews said.

Белый дом сообщил, что президент США Джо Байден и другие лидеры G7 объявят на предстоящем саммите о новой инициативе по поддержке развивающихся стран.

На этой неделе Байден отправится в свое первое зарубежное турне на посту президента. Сначала он посетит Великобританию для участия в саммите G7, который открывается в пятницу. В среду на следующей неделе в Швейцарии он проведет первые прямые переговоры с президентом России Владимиром Путиным.

Советник президента США по национальной безопасности Джейк Салливан сказал в понедельник журналистам, что на саммите G7 Байден объявит о новой инициативе по предоставлению денежных средств развивающимся странам для развития инфраструктуры.

По словам Салливана, эта инициатива станет экологически безопасной, прозрачной и основанной на законе и высоких стандартах альтернативой предложению Китая. Салливан имел в виду программу экономической помощи Китая в рамках инициативы «Один пояс – один путь».

Салливан также сказал, что на саммите будет обсуждаться вопрос о кибербезопасности. Он отметил, что США хотели бы положить начало конкретному плану действий в ответ на угрозу, которую представляют собой кибератаки

АСЕАН представила военным в Мьянме список кандидатов на пост специального посланника ассоциации в этой стране

Ассоциация государств Юго-Восточной Азии представила военным в Мьянме список кандидатов на пост специального посланника АСЕАН в этой стране.

Секретариат АСЕАН заявил, что председатель встречи министров иностранных дел стран-членов и генеральный секретарь ассоциации посетили Мьянму в конце прошлой недели и встретились с высокопоставленными представителями этой страны, включая военного лидера Мин Аун Хлайна.

Как сказал секретариат, они обсудили назначение и роль специального посланника ассоциации в Мьянме и представили список кандидатов, предложенных странами-членами АСЕАН на этот пост.

Секретариат не огласил имена, которые вошли в этот список.

На посланника будет возложена задача служить посредником в диалоге между военными Мьянмы и продемократическими структурами страны.

Fragile democratic gains at risk in Central Africa as violence by armed groups escalates

Attacks by armed groups including Boko Haram and Islamic State West Africa Province pose grave threats to Central Africa’s fragile stability, the Secretary-General’s Special Representative told the Security Council on Monday, while spotlighting crucial democratic gains that must be protected.

François Louncény Fall, who also heads the UN Regional Office for Central Africa (UNOCA), said recent incidents – including the death of President Idriss Déby Itno of Chad at the hands of rebel fighters, and that country’s subsequent political transition – illustrate serious obstacles to lasting peace in the subregion.

Transition in Chad

Noting that Chad sits at the nexus of the region’s toughest security challenges, Mr. Fall said dynamics in neighbouring Libya, Sudan and the Central African Republic, could negatively impact the country as it presses forward with unexpected political changes following President Itno’s death.

Those risks are further exacerbated by the activities of terrorist groups in the Lake Chad basin.
Supporting the country’s rapid transition to democratic and constitutional rule must be a priority for regional actors and the international community, Mr. Fall stressed.

He welcomed the convening of two extraordinary summits of Heads of State and Government, including one focused on the situation in Chad on 4 June, as evidence that leaders are determined to bring a regional response to the subregion’s ongoing crises.

Spotlighting the recent appointment by the African Union of a High Representative for the transition in Chad and a new Special Representative in the country, he said the UN will prioritize its support to those critical regional efforts.

Armed group violence

Meanwhile, non-State armed groups including Boko Haram, Islamic State West Africa Province and the Lord’s Resistance Army (LRA) continue to pose region-wide threats to peace and stability.

Describing “horrendous” impacts on civilians, Mr. Fall said violence in northwest and southwest Cameroon has worsened, leading to widespread human rights violations and more suffering. The situation is further compounded by the aggravated impact of the COVID-19 pandemic. 

Calling on all parties to demonstrate their commitment to dialogue through concrete action, including the cessation of hostilities, he said coordination between countries of the subregion should be strengthened to better address the deteriorating security situation and escalating humanitarian needs.   

Meanwhile, maritime crime in the Gulf of Guinea remains a serious threat, with more incidents recorded in Central Africa’s maritime region in the first quarter of 2021 that in the broader West African region.

Preserving democratic strides

Mr. Fall emphasized that Central Africa’s mounting security concerns must not be allowed to reverse electoral progress made by countries of the subregion in recent years.

He noted that, since his last briefing to the Council in December 2020, elections took place in four countries – namely, the Central African Republic, Chad, Gabon and the Republic of the Congo. 

Against that backdrop, the Government of Burundi convened a meeting of the UN Standing Advisory Committee on Security Questions in Central Africa on 28 May, where leaders recommended the development of a subregional protocol on electoral governance and democratic elections.

They also underscored the importance of strengthening the participation of women and youth.

“As the subregion prepares for upcoming elections…I would like to encourage national authorities and all political stakeholders to promote continued dialogue and consensus,” said Mr. Fall, spotlighting elections in Sao Tome and Principe on 18 July as one upcoming opportunity.  

He pledged to pursue the UN’s good offices functions to that end.

Лидеры стран G7 намерены провести встречу в Великобритании с 11-13 июня

Борис Джонсон призвал страны G7 вакцинировать весь мир до конца 2022 года
Премьер-министр Великобритании Борис Джонсон призвал лидеров стран «Большой семерки» (G7) осуществить вакцинацию населения во всем мире к концу 2022 года, передает Belfast Telegraph.

«Я призываю своих коллег-лидеров G7 присоединиться к нам, чтобы положить конец этой ужасной пандемии <...> Вакцинация всего мира к концу следующего года станет величайшим достижением в истории медицины», — сказал он.

По его словам, борьба с COVID-19 является величайшей задачей послевоенной эпохи, и именно лидерам G7 необходимо возглавить «глобальное восстановление».


Так, Джонсон намерен поднять данный вопрос на следующей неделе, когда G7 будет проводить очередную сессию под председательством Великобритании.

Во время предстоящей встречи премьер-министр также рассчитывает обсудить необходимость увеличения производства вакцин от COVID-19, попытается договориться о снижении барьеров для международного распространения этих вакцин и об увеличении обмена избыточных доз с развивающимися странами через инициативу COVAX.

Лидеры стран G7 намерены провести встречу в Великобритании с 11-13 июня. Мероприятие пройдет в курортном городке Карбис-Бэй на юго-западе Англии. В качестве гостей к лидерам стран «Большой семерки» присоединятся руководители Австралии, Индии и Южной Кореи.

В 2020 году саммит G7 должен был пройти в июне в Вашингтоне. Однако сначала президент Дональд Трамп из-за пандемии коронавирусной инфекции перенес встречу на сентябрь, а затем она была отменена.

По данным ВОЗ, число зараженных коронавирусом в мире превысило 172,2 млн человек, из них более 3,7 млн умерли. Согласно данным Университета Джонса Хопкинса, в мире заразились более 172,7 млн человек, свыше 3,71 млн скончались. По информации университета, в мире произведено более 2 млрд вакцин от COVID-19, однако в ВОЗ считают, что их количество составляет 1,6 млрд.
