Президент Афганистана заявил о возобновлении антиталибских операций

КАБУЛ, 30 июня. Президент Афганистана Мохаммад Ашраф Гани заявил о прекращении перемирия с движением «Талибан» (ЗАПРЕЩЕНО В РФ) и возобновлении боевых операций против повстанцев.

«Прекращение огня закончилось, наши силы безопасности могут проводить операции», — отметил афганский лидер на пресс-конференции в Кабуле.

Как ранее сообщал «Афганистан.Ру», 12 июня Ашраф Гани объявил о перемирии с повстанческой группировкой по случаю религиозного праздника Ид аль-Фитр. В ответ на инициативу президента талибы также заявили о прекращении огня сроком на три дня. Во время перемирия ряд талибов приняли участие в праздничных мероприятиях вместе с мирными жителями и стражами порядка. Впоследствии Гани распорядился продлить перемирие еще на 10 дней, однако повстанцы продолжили вооруженную борьбу с афганскими силами.

В ходе своего выступления в Кабуле Гани подчеркнул, что афганский народ хочет мира и согласия, и призвал «Талибан» присоединиться к мирному процессу в стране, передает телеканал «Толо».

Глава государства опроверг сообщения о том, что правительство намерено предоставить талибам безопасные зоны для проживания.

Напомним, что ранее афганские парламентарии заявили о намерениях властей передать талибам часть территории страны для безопасного проживания.

Гани также отметил, что многие боевики «Талибана» устали от войны и заинтересованы в примирении с правительством. Он добавил, что афганские власти продолжают работу по мирному урегулированию конфликта.

США, Россия и Великобритания подтвердили приверженность ликвидации ядерного оружия

Редкое совместное заявление трех стран приурочено к приближающемуся 50-летию Договора о нераспространении ядерного оружия

Министры иностранных дел США, России и Великобритании подтвердили приверженность цели ликвидации ядерного оружия и пообещали взаимодействовать друг с другом в целях достижения прогресса на этом направлении.

Редкое совместное заявление трех стран было подписано государственным секретарем США Майком Помпео, министром иностранных дел России Сергеем Лавровым и его британским коллегой Борисом Джонсоном и приурочено к приближающемуся 50-летию Договора о нераспространении ядерного оружия.

Договор, считающийся одном из краеугольных камней режима контроля над вооружениями, был открыт для подписания в Вашингтоне, Лондоне и Москве 1 июля 1968 года.

«Сегодня, спустя 50 лет, мы с удовлетворением отмечаем неоценимый вклад этого исторического договора в обеспечение международной безопасности и процветание государств и народов мира», – отметили министры.

В документе подчеркивается, что Договор о нераспространении ядерного оружия заложил необходимую основу для международных усилий по предотвращению угрозы глобального распространения ядерного оружия, которая появилась в те годы и сохраняется в настоящее время.

«Этот договор смог обеспечить интересы всех его участников и ограничил риск широкомасштабных разрушений, к которым привело бы развязывание ядерной войны», – говорится в совместном заявлении.

По убеждению сторон, договор продолжает способствовать созданию необходимых условий для дальнейшего прогресса в области ядерного разоружения.

«Мы по-прежнему привержены конечной цели полной ликвидации ядерного оружия и намерены взаимодействовать друг с другом в целях формирования более благоприятной международной среды для прогресса на этом направлении», – подчеркнули министры.

Они отметили, что успех договора не был предопределен, и «его успех в будущем также не гарантирован».

«Он зависит от наших согласованных и последовательных усилий по выполнению договора, содействию его универсализации, обеспечению действенности гарантий, а также реагированию на существующие и новые вызовы нераспространению, где бы они не возникали», – подчеркивается в заявлении.

Министры напомнили, что даже в разгар «холодной войны» их предшественники смогли сделать «мудрое вложение» в обеспечение общей безопасности.

«Сегодня мы обязуемся сохранить и укрепить это наследие для будущих поколений», – подчеркивается в документе.

Security Council renews mandates of UN force monitoring separation area between Israel and Syria; AU-UN hybrid mission in Darfur

Adopting separate resolutions, the United Nations Security Council has extended the mandates of the Organization’s Disengagement Observer Force (UNDOF) and the African Union-UN Hybrid Operation in Darfur (UNAMID).


Unanimously adopting resolution 2426 (2018), on Friday, the 15-memer Security Council renewed, until 31 December, the mandate of UNDOF, adding that there should be “no military activity” of any kind in the area of separation between Israel and Syria, including Syrian military operations and those conducted by armed opposition groups.

By the text, the Council also called on all groups other than the Force to abandon UNDOF positions and the Quneitra crossing point between the Alpha and Bravo sides of the area of operation.

It also encouraged the parties to the Disengagement of Forces Agreement to “engage constructively” with UNDOF to make the necessary arrangements for its return to vacated positions.

In a separate resolution 2425 (2018), also adopted unanimously on Friday, the Security Council extended, until 13 July 2018, the mandate of the AU-UN Hybrid Operation in Darfur (UNAMID).

By the text, the Council also decided – acting under Chapter VII of the United Nations Charter, which deals with threats to peace and acts of aggression – to extend its authorization for UNAMID to act as needed to protect civilians and facilitate humanitarian assistance.

In addition, the Security Council also urged the Hybrid Operation “to continue to deter any threats against itself and its mandate.”

Security Council extends sanctions on Democratic Republic of Congo

Also on Friday, the Council extended its arms embargo, asset freeze and travel ban on the Democratic Republic of the Congo (DRC) until 1 July 2019 and the mandate of the Expert Group assisting the Sanctions Committee through 1 August 2019.

Unanimously adopting resolution 2424 (2018), the Council reaffirmed that the sanctions would apply to individuals and entities designated by the Committee established pursuant to resolution 1533 (2004) that met criteria outlined in previous resolutions.

The Security Council also reiterated the need for the Government of the DRC to swiftly and fully investigate the killing of the two members of the Group of Experts and the four Congolese nationals accompanying them, and to bring those responsible to justice.

Experts Michael Sharp (United States) and Zaida Catalan (Sweden) were abducted in the DRC on 12 March 2017. Their remains were recovered by peacekeepers from the UN Mission in the country (known by its French acronym, MONUSCO) on 27 March outside the city of Kananga in the Kasaï-Central province.

"Трехсторонняя контактная группа при участии представителей отдельных районов Донецкой и Луганской областей, отмечая важность обеспечения мира и спокойствия для населения в зоне конфликта, подтверждает полную приверженность сторон конфликта всеобъемлющему, устойчивому и бессрочному режиму прекращения огня, начиная 1 июля 2018 года 00 часов 01 минута по киевскому времени", — сказал Сайдик журналистам.

По словам дипломата, он исходит из того, что "стороны уже довели это решение до соответствующих высших структур". Он добавил, что контактная группа в своем заявлении также подтвердила "общую и твердую приверженность полному выполнению минских соглашений".

Отвечая на вопрос об особенностях предстоящего перемирия, Сайдик привел в качестве примера выдержки из заявления о перемирии в Донбассе в период пасхальных праздников. В нем подчеркивалась важность принятия и соблюдения соответствующих приказов о прекращении огня, эффективного применения дисциплинарных мер в случаях нарушения режима прекращения огня, отказ от наступательных действий и разведывательных операций, неприменения огня, включая ответный огонь, отметил спецпредставитель ОБСЕ.

Также речь шла о строгом запрещении ведения огня как в направлении, так и со стороны населенных пунктов, размещении и применении тяжелого вооружения в населенных пунктах и в их близости, нацеливании на объекты гражданской инфраструктуры, включая школы, детские сады, больницы и общественные помещения. "Этот абзац, в принципе, соответствует международному гуманитарному праву", — пояснил Сайдик.

UN condemns deadly attack against G5 Sahel force headquarters in Mali

United Nations Secretary-General António Guterres has strongly condemned the attack against the G5 Sahel joint force Headquarters in Mali’s restive Mopti region.


Several people were killed in the “complex” attack in Sévaré, including troops belonging to the G5 Sahel joint force – a military task force composed of armed forces of Burkina Faso, Chad, Mali, Mauritania and Niger. Members of the Malian armed forces were also killed.

In a statement issued by his spokesperson on Friday, Mr. Guterres underscored the “important role” the G5 Sahel joint force is playing in countering violent extremism and terrorism in the Sahel region and called on the international community to step up its support to the joint force.

He also said that the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) continues to provide logistical support to the joint force in line with the relevant Security Council resolution.

In the statement, the UN chief also offered his condolences to the families of the victims and wishes a speedy recovery to those injured

In a separate statement, the Security Council also condemned the attack and underscored the need to bring the perpetrators and sponsors of such “reprehensible acts” of terrorism to justice.

The members of the Council also welcomed the “continued determination” of the G5 Sahel States to unite their efforts to address the impact of terrorism and transnational organized crime in the Sahel region, including through the development of the joint force.

They also expressed that they would “continue to monitor closely the situation” as well as the support to the joint force, in parallel to progress made in its operationalization.

UN launches plan to promote peace, inclusive growth in Africa’s Sahel

The United Nations has launched a major support plan to promote sustainable peace and inclusive growth as well as empower women and youth in Africa's vast Sahel region.


Speaking at the launch on Saturday, Mohamed Ibn Chambas, the Special Representative of the Secretary-General for West Africa, highlighted the “immense” potential of the region – from natural resources and renewable energy to culture and tourism.

“Such significant opportunities offer a path to prosperity – provided we also address the root causes of today’s crisis,” he said, on behalf of Deputy Secretary-General Amina J. Mohammed.

“We are committed to working closely with all … countries of the Sahel and other partners whose initiatives fit under the Strategy.”

Mr. Chambas also highlighted the importance of mobilizing private and public investments in the Sahel as well as to empower people, reduce inequalities and enable all people in the region to enjoy lives of dignity and peace.

The launch was held on the margins of the 31st Summit of the African Union, in Nouakchott, the capital of Mauritania and was chaired by Ismail Ould Cheikh Ahmed, the Minister of Foreign Affairs of Mauritania.

The UN support plan, entitled “Sahel, Land of Opportunities” targets 10 countries, namely Mauritania, Mali, Niger, Chad, Senegal, the Gambia, Guinea, Burkina Faso, Nigeria and Cameroon, with efforts to accelerate prosperity.

The plan focuses on six key areas, including cross-border cooperation; prevention and sustaining peace; inclusive growth; climate action; renewable energy; and women and youth empowerment. It will also support ongoing efforts and initiatives by Governments, international and regional organizations, and other partners.

In addition, given that nearly 65 per cent of the region’s population is below 25 years of age, the plan urges specific investments in education and vocational training to achieve higher demographic dividends.

The support plan is based on the priorities and needs of the people and countries of the Sahel and was developed in consultation with governments and regional partners, including the African Union to ensure inclusiveness, as well as national ownership and leadership.

Despite the enormous potential of the Sahel, the region remains gripped by humanitarian crisis as a result of insecurity and natural disasters, leaving millions in need of international assistance and protection.

UN chief ‘deeply alarmed’ over military offensive in south-west Syria

Expressing “deep alarm” over increased hostilities in southwestern Syria and its “devastating” toll on civilians, United Nations Secretary-General António Guterres called for an immediate cessation of the military operations.


In a statement by his spokesperson, Mr. Guterres called on all parties to respect their obligations under international humanitarian and human rights laws, protect civilians and facilitate safe, unimpeded and sustained humanitarian access.

“All stakeholders must immediately stop attacks directed against medical and educational facilities and put in place security conditions for UN cross-border humanitarian deliveries to resume without further delay,” he said.

In the statement, the UN chief also recalled that the south-west area of Syria is part of the July 2017 de-escalation agreement between Jordan, Russia and the United States, and called on its guarantors to uphold their commitments.

The Secretary-General also urged the international community “to unite to put an end to this expanding conflict,” which risks further de-stabilizing the region and worsening the deep humanitarian crisis in Syria and neighboring states.

He also called on all concerned to focus on moving the political process forward building on the recent consultations in Geneva.

Into its eighth year, the conflict in Syria continues to exact a terrible toll on the country’s civilians.

According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), over 13 million people across the war-torn country are in need of humanitarian assistance, including close to 3 million people in need trapped in besieged and hard-to-reach areas, where they are exposed to grave protection threats.

Over half of the population has been forced from their homes, and many people have been displaced multiple times. Children and youth comprise more than half of the displaced, as well as half of those in need of humanitarian assistance.
